Lead Pastor
Billy was born in Chandler, Arizona, to an Air Force pilot father, which led to a childhood full of adventure. After spending several years in Europe, his family settled in Long Island, New York, where Billy first encountered the love of Jesus through a small Bible study he attended with his mother. That decision transformed his life and sense of purpose.
After graduating high school, Billy attended New Life Bible College in Tennessee, where he helped establish the New Life Drama Company in 1983. Through drama ministry, he traveled across the country and around the world sharing the hope of Jesus. It was during this season that he met his wife, Dawn, and together they have shared over 30 years of marriage, raising two sons and welcoming two granddaughters into their family.
Billy and Dawn planted Oasis in 2001 and remain grateful for all God has done through the church. He enjoys golfing, grilling with family, and spending time anywhere warm, especially near the beach.

Dawn Claudio
Worship & Women's Pastor
Dawn was raised in Martinsville, Virginia, in a loving Christian home alongside her three older siblings. She accepted Jesus at a young age and quickly developed a passion for both ministry and music. While attending New Life Bible College in Tennessee, she became involved with the New Life Drama Company, where she ministered through music, drama, and biblical teaching across the United States.
After marrying Billy in 1989, the two spent years traveling in ministry together before eventually settling into pastoral leadership. In 2001, they followed God’s call to plant Oasis Community Church.
Today, Dawn oversees the Worship Ministry, Women’s Ministry, and Freedom Ministry at Oasis. She feels honored to serve alongside such an incredible church family and leadership team.

Andy Milich
Executive Pastor
Andy grew up in Chicago and came to faith in Jesus while attending Willow Creek Community Church during high school. With over 20 years of ministry experience, Andy has served in a variety of leadership roles and is passionate about helping people grow in their relationship with Christ.
He earned a B.A. in Liberal Arts with an emphasis in Psychology and Ministry from Trinity International University in Deerfield, Illinois, and later pursued a Master’s degree in Christian Education at Trinity Evangelical Divinity School. During that time, he met his wife, Elisabeth, whose Arizona roots eventually brought them to Phoenix.
After years in full-time ministry and leadership in the business world, Andy felt called back into ministry and joined the team at Oasis. He and Elisabeth have been married for over 25 years and have three children and one son-in-law. In his free time, Andy enjoys hunting, fishing, baseball, and cheering on the Chicago Cubs.

Gene James
Associate Pastor
Gene was born in Natchez, Mississippi, and later moved with his family to Louisiana. After high school, he served in the United States Air Force for eight years before pursuing a career in chiropractic care, practicing in Phoenix for more than two decades. Arizona has been home since 1978.
Gene and his wife, Kim, have been married for over 30 years and are blessed with six children. Throughout his life, Gene has served in pastoral ministry across multiple church backgrounds and has authored several books focused on topics ranging from men’s ministry to fitness.
As Associate Pastor at Oasis, Gene is passionate about helping people discover their God-given purpose through Growth Track and community connection. He enjoys spending time with family, staying active, and taking weekend trips with Kim to Sedona or the beach.

Johnnie Fry
Youth Pastor
Johnnie was born and raised in Hebron, Indiana, in a large blended family that included full, half, adopted, step, and foster siblings. Although he grew up in a Christian home, it wasn’t until 2020 that he truly began a personal relationship with Jesus after joining the New Life Drama Company and moving to Phoenix.
Through ministry and travel, Johnnie discovered a passion for sharing the Gospel through acting and creative outreach across the United States. During that season, he also met his wife, Rachel, whom he married in 2022.
Johnnie is thankful to call Oasis home and is passionate about serving the next generation while helping people encounter the love of Jesus.

Carlos Cabrera
Oasis En Español Pastor
Carlos was born and raised in a small town in Guatemala, where he gave his life to Jesus at 20 years old. He later moved to Guatemala City to attend university, earning a degree in Public Accounting and Auditing before immigrating to the United States in 1986.
Carlos and his wife, Carolina, have been married since 1987 and are blessed with two sons, Albert and Alex. Throughout more than 35 years of ministry, Carlos faithfully served in a variety of roles at Portola Baptist Church in San Francisco.
In 2024, God led Carlos and Carolina to Oasis Community Church, where they now help serve and minister to the Hispanic congregation. Carlos is passionate about using the gifts God has given him to encourage and strengthen others in their faith.

Children's Pastor
Andrea was born and raised in Minnesota, where she grew up loving small-town life, beautiful lakes, and colorful fall seasons. In 2010, God brought her family to Phoenix, where they found Oasis Community Church, and ultimately, a life-changing relationship with Jesus.
Her children were the first in the family to become involved at church, and through their faithfulness, Andrea was drawn to the Lord herself. Because of that experience, she has a deep passion for children’s ministry and believes strongly in the life-changing impact it can have on families.
Andrea is grateful for the opportunity to invest in the next generation and help children grow in their faith and understanding of God’s love.

Brian Neary
Outreach Pastor
Brian was born and raised in northern Minnesota before moving to Arizona in 2010. As Outreach Pastor at Oasis, he is passionate about sharing the love of Jesus and helping people connect with the church through outreach events and community engagement.
Brian loves partnering with the Dream Team to create opportunities for people to encounter Christ and experience authentic community. Outside of ministry, he enjoys sports, MMA, camping, working in the garage, and grilling in the backyard.
Above all, Brian is thankful for his incredible family: his wife, two daughters, and five sons—who keep life full, active, and meaningful.

Mary was born and raised in a small town in South Jersey and has loved the Lord from a young age. Growing up in church, she quickly developed a passion for serving and using creativity to impact others for Christ.
In 2015, Mary graduated with a BFA in Film Production and Editing and committed her creative gifts fully to the Lord. In 2017, she joined the New Life Drama Company, where both her faith and passion for ministry grew tremendously through travel and creative outreach.
Today, Mary serves as the Creative Director at Oasis and feels honored to use storytelling, media, and the arts to help share the Gospel and point people toward Jesus.

Esme Villa
Office Administration
Esme was born in Los Angeles, California, and raised in Azusa. Although she grew up in a Catholic background, it wasn’t until later in life that she discovered she could have a personal relationship with Jesus.
In 2005, Esme and her husband moved their family to Phoenix, where she gave her life to Christ at a Hispanic church in Glendale. Since 2007, Oasis Community Church has been their church home.
Esme has a heart for serving others and feels blessed to be part of the Oasis family and all that God is doing through the church.

Luke was born and raised in Arizona and has always been passionate about helping people and strengthening communities. Whether through ministry, leadership, or everyday relationships, his heart is to see lives transformed through the hope of Jesus.
As the founder of Field & Faith, Luke is committed to breaking cycles of fatherlessness by equipping men to heal, lead well, and embrace their God-given purpose as leaders, providers, and protectors.
Luke and his wife, Danielle, are raising four children—Madison, Hunter, Parker, and Levi—and are passionate about building a legacy of faith, strength, and hope for future generations.

Maria was raised in Chicago with both Catholic influences and exposure to spiritualism and the occult. After moving to Arizona, her life was transformed when she gave her life to Jesus at a Billy Graham Crusade in Phoenix.
Over the years, Maria pursued a career in international marketing and business ownership while faithfully serving in ministry. She joined Oasis during its second service and has served in many different areas of the church ever since.
Maria is passionate about helping people see life through an eternal perspective and trust the Holy Spirit through every season of life. She and her husband, Jack, have a daughter, Nika, and a grandson who bring great joy to their family.
